FOREIGN OFFICE

September 8 1911.

Sir:-

I am directed by Secretary Sir E. Grey to acknow-

ledge the receipt of your letter of the 3rd ultimo,

4. (No.11965/11) regarding the Court of Appeal at Hong

Kong, and to state, for Mr. Secretary Harcourt's

information, that Sir E. Grey agrees to the introduction

of the arrangements previously proposed on the retirement

of the present Chief Justice.

Sir E. Grey assumes that the conditions laid down

in his letter of the 19th August, 1908 will be complied

with.

A point has, however, been raised by the Judge

of His Majesty's Court at Shanghai, which I am to

communicate to you, to be laid before Mr. Harcourt.

Sir H. de Sausmarez thinks that, if the Sessions

of the Court take place every six months, and one

session is held immediately after Christmas in each

year, there should be no difficulty in arranging the

Under Secretary of State,

Colonial Office.
